Every roof in Excelsior Springs needs a permit. The Inspections Department lists the trigger without qualification: all roof work, siding and windows, and retaining walls over four feet. No decking threshold, no like-for-like exemption, no distinction between a full tear-off and a section repair. One record deserves correcting. The EF2 tornado of 28 May 2019 is filed with an end location reading Excelsior Springs, which looks like a direct hit. Its coordinates put the end of the track about three miles north of the middle of town, and the weather service narrative says it dissipated just west of the Clay and Ray county line.
