Your building permit in Glenaire is issued by an elected alderman. The city code says so directly: because of limited staff, appointments must be made with the Building Permit Alderman to obtain permits, and drop-in permits in most cases are not possible. Then you take that signed Glenaire application to the Clay County Building Inspector at a second appointment.
