Start with what Lathrop's own permit page does not say. The city lists three things that require a building permit: an addition, a new house, and interior work such as finishing a basement. Roofing appears nowhere on that list. The page then ends with a line that matters more than the list does, telling you to contact City Hall for a complete one.

We read that as an incomplete published list rather than an exemption, and we treat it that way. An absence from a summary page is not the same as an absence from the ordinance, and the only reliable way to know which one you are looking at is to call the number on the page. Lathrop is farm country and the roofs reflect it. Survey figures for 2020 through 2024 show more than a quarter of the housing here built in the 1970s, a median year built of 1978, and about thirteen percent of the stock ahead of 1940. Now the storm that Lathrop actually has, because it is a serious one and it is under-told. The EF2 tornado of 6 March 2017 that struck Smithville crossed Smithville Lake into Clinton County at a thousand yards wide and stayed at least EF2 across the rural county before it reached here. The weather service found a few structures damaged on the south end of Lathrop.

It died within sight of the interstate. The survey records the last damage point just west of Interstate 35, where a few metal outbuildings had metal peeled off, and found nothing east of the highway. The tornado dissipated between Lathrop and I-35. That is a real event with a real date, and it is a different conversation from a generic hail season.

Otherwise the record is thin. Nineteen events carry the Lathrop label since 2010 and only sixteen sit within three miles, eight of them hail, two at an inch and three quarters. Seventy mile per hour gusts were estimated in downtown Lathrop on 2 April 2010. For a place this exposed, that is a quiet seventeen years.
